Contracting & Bidding

Updated:

Maryland spends billions of dollars a year buying goods and services, and a share of that spending is reserved for small, disadvantaged, minority-owned, women-owned, and veteran-owned businesses. Getting a contract starts with knowing where opportunities are posted and registering in the right systems.

This page brings together the places Maryland businesses find work: State government, the federal government, public authorities and major infrastructure projects, county and municipal governments, and private companies that run supplier diversity programs.

New to government contracting? Start with your certification. Certified businesses are eligible for contracts and set-asides that are closed to uncertified firms.

Maryland State government

Every State agency posts its solicitations through eMaryland Marketplace Advantage, known as eMMA. Registering in eMMA is the single most important step for a business that wants State work. It is free, and it is where agencies look for vendors.

Federal government

Federal agencies and their prime contractors buy from Maryland businesses year round. Federal contracting uses its own registration and its own certifications, separate from Maryland's.

Public authorities and major projects

Maryland's video lottery and wagering facilities, stadium authority, school construction programs, and transit projects run their own procurement outside the standard State process, often with minority and women-owned business participation goals.

  • Maryland Stadium Authority contract opportunities — Bid on stadium, convention center, and public facility projects managed by the Maryland Stadium Authority.
  • 21st Century School Buildings Program — School construction and renovation work in Baltimore City managed through the Maryland Stadium Authority.
  • Built to Learn  — Statewide school construction program funding new buildings and major renovations across Maryland jurisdictions.
  • Project C.O.R.E.  — Demolition, stabilization, and redevelopment work in Baltimore City neighborhoods.
  • Purple Line — Minority and women-owned business opportunities on the Purple Line light rail project.
  • Maryland Judiciary procurement  —  Contracting with the Maryland court system, which sets its own procurement rules but carries MBE and VSBE goals on its contracts.
