Small Business Reserve (SBR) Program Reporting

This toolkit helps State units manage and report on the Small Business Reserve (SBR) Program. Each participating unit works to award at least 20 percent of the total dollar value of its procurement contracts directly to Certified Small Businesses (CSBs). Units report their progress to the Office of Small, Minority and Women Business Affairs (OSBA) every quarter and at the end of each fiscal year.

This page is for State procurement staff, SBR liaisons, and report preparers. Businesses do not submit these reports. To pull your unit's data, use ANSWERS. You need an active VPN connection to reach it.

There is no 4th quarter report. Your annual report covers the full fiscal year. Quarterly reports do not need a signature, but the annual report must be signed. SF&P is the State Finance and Procurement Article, and SG is the State Government Article.

Annual reports are now due within 60 days after the fiscal year ends, instead of 90 days. Chapter 82 of the 2026 Laws of Maryland (House Bill 1578) - PDF changed the reporting deadlines in the State Finance and Procurement Article for the Minority Business Enterprise (MBE) Program (14-305), the Small Business Reserve (SBR) Program (14-505), and the Veteran-Owned Small Business Enterprise (VSBE) Program (14-604). The changes took effect June 1, 2026. COMAR will be updated to match.

Need more time for your annual report? Send a written request to the SBR Compliance Manager. Extensions through September 30 are considered case by case.
