The State Finance and Procurement Articles for Minority Business Enterprise (MBE) 14-303, Small Business Reserve (SBR) 14-505, and Veteran-Owned Small Business Enterprise (VSBE) 14-604, reporting deadlines have been changed. COMAR will be updated to align once statutory changes take effect.
Effective immediately, annual agency reports for MBE must be submitted within sixty (60) days of the fiscal year close. The annual reporting deadline is now August 30, replacing the previous ninety (90) day, September 30th deadline. Given that this reporting deadline falls on a Sunday, the reporting deadline will be the next business day, Monday, August 31.
Extensions may be granted through September 30th on a case-by-case basis through written requests to your MBE Compliance Manager.

- Annual Report Forms: Form 1 & 2, and Outreach Data as EXCEL sheets (1 file) and the signed signature page
- Contracts Inventory Report as EXCEL sheets (1 file)
- Data entry in the Form 3 Web Portal OR a completed Form 3 Data template EXCEL document(Contact OSBA for technical assistance)
- All backup documentation from both FMIS and non-FMIS users as EXCEL sheets
- A completed FY2026 Annual Agency MBE Compliance Assessment Report EXCEL workbook and a signed Compliance Report in PDF format (1 file)
- Summary Statement Process:
- After the submission of all required annual report documents and once any requested corrections are complete, OSBA will send a completed Summary Sheet to the person(s) who submitted the report.
- The summary sheet, based on final figures matching your units Form 3 data and Form 1 & 2 reports, must be reviewed, signed, and returned to the designated reports email box within 5 business days.

General QTR Reporting Guidance:
- Cumulative Data: Quarterly reports are cumulative, starting from July 1, 2026, through the end date of the quarter being reported.
- Annual Report: The 4th Quarter Quarterly MBE Report Forms (Form 1 & Form 2) are NOT due. Instead, the full fiscal year data is reported in the Annual Report, which is due 90 days after the fiscal year closes.
- Q4 Exceptions: The Procurement Activity Report for the full fiscal year and the 4th Quarter Compliance Check-in Survey are both due on October 15, 2027.
FY27 Quarter Report Due Dates & Submission Requirements:
Quarter 1: Due on October 30, 2026 (Data required from July 1, 2026 - October 30, 2026)
Quarter 2: Due on January 29, 2027 (Data required from July 1, 2026 - December 31, 2026)
Quarter 3: Due on April 30, 2027 (Data required from July 1, 2026 - March 31, 2027)

Use the link(s) above to complete the FY27 Quarterly MBE Report requirements. Reports are due no later than 30 days following the quarter being reported, and should contain data from the start of the fiscal year.

This data, which includes all projected purchases of $50,000 and above for the fiscal year. Keep in mind the forecast is provided to the public and serves as an important tool for the small, minority, women, and veteran business community. Please give the proper attention to this mandatory report by following the instructions and being thorough with your responses.
