Certified Small Business Wins First Prime Contract Following Procurement Reform
Arya Consultants, Inc. is a Certified Small Business (CSB) engineering consulting firm based in Lutherville, Baltimore County. For years, the firm operated primarily as a subcontractor, using its CSB designation to build technical credibility.
Following the passage of the Governor's Procurement Reform Act (PRA) of 2025, which eliminated the rigid Small Business Reserve (SBR) floor, a door opened for the firm. Arya Consultants competed for two contracts with the Maryland Transportation Authority (MDTA) and won a major contract to serve as the prime consultant — teaming up with and receiving mentorship from larger engineering firms like DFI and KCI along the way. Winning this prime contract elevated their marketing and business development skills, expanded their collaborative partnerships, and built deep trust with their own subconsultants.
This milestone strengthened our pride in owning and growing a small business in our home state of Maryland.
