MBE-Certified Interpreting Firm Opens Doors to Major Maryland Contracts
Joi Bannister is CEO of Joyful Signing, LLC, a DBE-, MBE-, WBENC-, and NMSDC-certified interpreting business based in Accokeek, Prince George's County. Before connecting with DoSEM, one of her biggest challenges was navigating the MBE certification and recertification requirements — detailed, time-intensive work requiring extensive documentation and financial records.
Through ongoing conversations with DoSEM, Joi was able to explain the distinct nature of the interpreting profession — how services are delivered, staffed, and contracted — helping bridge the gap between standard certification requirements and the realities of her industry. Certification then opened doors to work with organizations including MGM National Harbor and the Maryland-National Capital Park and Planning Commission (M-NCPPC). Since becoming certified, Joyful Signing has grown to more than 20 full-time positions and over 400 independent contractors.
Certification isn't just a status — it's a doorway. It transformed how I could show up in the marketplace and build real partnerships with fellow Maryland MBEs that continue to grow my business today.
