MBE Certification at a Glance
What is it? The MBE program is a free certification to help disadvantaged small business owners bid on state-funded government contracts.
Who’s eligible? Businesses at least 51% owned and controlled by one or more socially-and economically-disadvantaged individuals.
How long does it take? Certification takes 2-3 months once we receive your completed application.
How to apply

Check if your business is registered and in Good Standing
All businesses applying for MBE certification must be registered and in Good Standing with the Maryland Department of Assessment and Taxation (SDAT).

Gather all required documents
When applying to become an MBE, you must include proof of ownership, tax returns, and more. All documents included with your application must be in the .PDF format.

Download and complete the application
Application Guidelines:
- Complete all sections of the application. An incomplete application package will delay the overall certification process.
- Leave all information unredacted.
- Do not leave blanks on the application.
- Note “N/A” in areas that are not applicable. For areas marked as “N/A,” include a brief statement why that information is not applicable.
